Why your scans look a week behind your invoice
Your settlement lists what BBU invoiced to your stores this week (SMRP118) next to what the stores scanned at the register (SMRP175 and SMRP165S). The scan reports run one week behind, so the two sets of numbers describe different weeks.
That is how the report is built, not an error. To compare invoiced against scanned, pair each settlement with the one before it.

Promo and allowance, calculated line by line
Every item has two prices: Bimbo's full price (Cust Inv Price) and what the store actually pays (Invoice Price). The gap between them is the promo. BBU gives most of that gap back to you as an allowance, minus your spread.
Allowance = Promo × (1 − your spread)
Your spread is 18% on most bread items and 20% on some sweet goods, so the split changes with the item.

Notice where your 18% lands: on the $1.50 the store pays, not on the $2.55. Commission is your spread times the price the store pays. Without the allowance, this same pack would be a 59 cent loss.

How a missing pack is valued
When product is missing at a count, BBU values each missing pack at your cost plus the commission you were credited on it. That is the store price plus the promo allowance, not the store price alone.

The Over/Short on your settlement (SMRP173) is a unit level reconciliation of your inventory, valued at cost. It answers a different question than your margin or your commission, so read it as its own number.

When a count result lands on your settlement
Counted more than expected? The difference comes back to you as a credit. Counted less? The missing packs become a charge on a later settlement, on the last quarter lines.
A charge does not always arrive in one week. On one route, a $5,285 shortage covering 1,480 missing units was paid in 13 weekly installments of about $407. Knowing that up front turns a surprise into a plan.
